Plugins Used:
DSB Flux - Bright Noise
Eye Candy - Gradient Glow

Preset Shapes Used:
square, rectangle, circle, star

Now let's begin , xox
Remember to save often.
This tutorial is written for those who have a working knowledge of PSP.

1.
Open up the star frame from the kit and resize by 80%.
Make a gradient using the colors white & #2bccca - Angle 16, Repeat 5, Linear.
Using your magic wand, click inside the star frame.
Selections - Select All
Selections - Modify - Expand by 5
Add a new raster layer and lower it beneath the star frame.
Floodfill that layer with the gradient you made.
Selections - Select None.

2.
Open up the tube you are using & place it where you want it just above the floodfilled layer.
Add a dropshadow of choice (i used 0,0, 45, 6.00)

If you are using the tube on each side of the star like i did:
Hide all layers except your tube layers
Click on one of the tube layers to make it active
Layers - Merge
Layers - Merge Visible
Now unhide all your layers again.

Grab the sparkles from the kit, and paste them where you want them just above the tube layer.
Click on the floodfilled layer to make it active.
Selections - Select All
Selections - Float
Selections - Defloat
Selections - Invert
Click on the tube layer and hit your delete key.
Then click on your sparkle layer and hit your delete key again.
Selections - Select None.
Add dropshadow to your frame. (i used the same as above)

Now click on your tubes layer again, and duplicate it.
On the bottom tube layer :
Adjust - Blur - Gaussian Blur: 3.00
Change the blend mode to Luminance Legacy
Then change the top tube layer to Luminance Legacy as well.
Effects - Texture Effects - Blinds
Width: 2
Opacity: 14
Color: White
Horizontal & Light from Left/Top are both checked
Now go to Layers - Merge
Layers - Merge Visible.

3.
Open up paper 2 from the scrap kit (pink solid paper).
Using your circle preset shape tool, draw two circles just beneath the frame layer.
Move one to the right near the top and one to the left near bottom.
(see my tag for placement)
Hide your frame layer and merge your two circle layers together.

Using your tube again, place it where you'd like it over the pink circle layers.
Add a dropshadow of choice (i used 0,0,40, 4.00)
Duplicate the tube and place that one over the 2nd circle.
Hide all layers, except the tube layers, and then merge them together.
Now unhide your layers again, and click on your pink circles layer to make them active.
Selections - Select All
Selections - Float
Selections - Defloat
Selections Invert
Now click on the tubes layer and hit the delete key.
Duplicate the tubes layer.
On the bottom tube layer:
Adjust - Blur - Gaussian Blur: 3.00
Then, click on the top tubes layer and change the blend mode to screen.

Click on the pink circles layer again.
Go to your textures, and choose Grid
Angle: 0 Scale: 66
(to get to Textures, click on your material pallette, and place a check in texture in the top right corner)
Using the color white, texture fill your pink circles.
Now click the texture off again.

In your material pallette, add the color #2bccca in your Foreground & Stroke Properties.
Select your circle preset shape tool.
Line style: Solid
Width: 8.00
Make your Background & Fill Properties transparent (in your Material Pallette)
Now draw a circle around the pink circles, over top of the tube layers.
Convert to a raster layer..
Effects - Plugins - DSB Flux - Bright Noise
Intensity - 35
Direction - Mixed
Now add a dropshadow of choice ( i used 0, 0, 45, 6.00)
Duplicate it, and place the 2nd one over top of the other circle/tube layer.

Open up the pink skull (skull 3) from the kit - Resize by 80%
Rotate it 25% to the right & place where you want it
(i placed it to the right of the tag, see mine for placement)
Selections - Select All
Selections - Float
Selections - Defloat
Selections - Modify - Expand by 5
Add a new raster layer & lower it beneath the skull layer.
Floodfill that layer with white.
Selections - Select None.
Effects - Plugins - DSB Flux - Bright Noise (same settings)
Add a dropshadow (same as previous)
Then click on the pink skull layer and add dropshadow too.

5.
Using papers of choice (i used paper 21 & 7) :
Draw out 2 squares, the same size using the square preset shape tool.
I rotated them by 15% (one to left & one to right)
If you look at the bottom of my tag you can see how i positioned the squares.
Now add dropshadow (same as previous) to the square layers.

Using the star preset shape tool, draw out a square using color #2bccca.
Place it to the left just above the square layers. (i rotated it some)
Selections - Select All
Selections - Float
Selections - Defloat
Selections - Modify - Expand by 5
Add a new raster layer and lower it beneath the star layer
Floodfill with white.
Add Bright Noise using DSB Flux (same settings as before)
Add dropshadow.
Duplicate the stars and place them to the left of tag as well.
I lowered them beneath the square layers this time.

Now using your circle preset shape tool, and paper 23,
draw out some smaller circles and place them beneath all layers .
(i drew out 4 circles and placed one at top, bottom & each side)
Add dropshadow to each of them.

And lastly, using your rectangle preset shape tool, draw out some small rectangles beneath all other layers.
i used the black paper from the kit (paper 1)
(see my tag for placement)
Add dropshadow to the rectangle layers.
Also, draw a thin rectangle layer using the same paper just beneath the circle layers on each side.
(see my tag for placement)

6.
Open the acrylic skull 1, ribbon 1, glitter 1, bottlecap 1 & lips from the kit, and place them on the tag where you'd like them.
Add dropshadow to each after placed.

Now open your wordart by Cin, and resize by 60% and place it where you want it.
Effects - Plugins - Eye Candy - Gradient Glow
Glow Width - 3.00
Click on the Color Tab and choose the Fat Setting
Click ok.
Selections - Select All
Selections - Float
Selections - Defloat
Selections - Modify - Expand by 3
Add a new raster layer and lower it beneath the wordart layer.
Floodfill with #2bccca.
Add Bright Noise using DSB Flux (same settings)
Add dropshadow to it, as well as the wordart layer.

Using a font of choice, (i used Elise) type bad girl across the black thin rectangle layer .
Add dropshadow.

Add your watermark, & your name.
All finished :-)
